 J. Edward Dalton, Sr., PFP, RFC
President

Purpose: We assist families through the maze of college selection, the admissions process, scholarship/grant identification, financial aid application process, and show them how to position themselves to qualify for the maximum financial aid. I advise and counsel students and parents throughout the college experience, from college and career selection through graduation and grad school. I help reduce the anxiety caused by the rising costs of education by recommending federally accepted methods of reducing your out-of-pocket expense, while simultaneously increasing the amount of financial aid for which you may qualify.: College Financial Services, Inc. is  a Registered Investment Advisor.  Mr. Dalton served as President of the National Association of Professional Financial Planners (NAPFP) for two years. He is a member of the International Association of Registered Financial Consultants (IARFC),  Virginia Association of Student Financial Aid Administrators (VASFAA) and Southern Association of Student Financial Aid Administrators (SASFAA). He has been inducted into the third edition of the International Who's Who of Contemporary Achievement based on his accomplishments during this decade. Mr. Dalton currently serves as a member of the Board of Directors for Old Dominion University's Insurance and Financial Services Department, as well as a member of the Board for The First Tee of Hampton Roads at T.P.C. in Va Beach.

Education: Mr. Dalton attended Purdue University and received his Bachelor of Science in Business Administration from Brighton University with a concentration in finance. He has also earned the Professional Financial Planner (PFP) designation from Old Dominion University.

Activities: Mr. Dalton has been a comprehensive financial planner for over 18 years. He is registered with the National Association for Professional Financial Planners. He is one of only a handful of Advisors in the country who specializes in college financial planning. He lectures and conducts seminars nationwide on investments and college planning. He prepares customized financial planning strategies for families and individuals to provide them the best available financial aid package. Mr. Dalton has been the host of the WNIS & WTAR "ASK THE EXPERT" radio talk show for over five years and was formerly the host of the radio talk show "ANSWER LINE." He has appeared on WAVY TV channel 10, WVEC TV channel 13, WPEN TV channel 62 and WTKR TV channel 3 with Jane Gardner on "Live at Nine." He has been published in U.S. News & World Report 1998 Annual College Guide, Smart Money On-Line Magazine and Quicken On-Line Magazine. He is a member of Spring Branch Community Church in Virginia Beach, VA.

 Karl Klinger, CFP®, CLU

Karl Klinger has been in financial practice in Virginia Beach since 1994.  Mr. Klinger earned the CERTIFIED FINANCIAL PLANNER™ credential in 1996 and the Chartered Life Underwriter credential in 1998.  A 1975 graduate of Washington and Lee University, he earned a Bachelor of Science degree with Special Attainments in Commerce, and is a graduate of the Old Dominion University Professional Financial Planner program.

From 1996 through 2002 he served as the Retirement Plans consultant for a locally owned employee benefits firm with a significant local presence where he worked extensively in design and installation of retirement plans for businesses.  He was principally responsible for the design and installation of eight new 401(k) plans, the conversion of three others, and takeover of an additional plan with numbers of participants ranging from a few to more than 400.  Mr. Klinger has worked with more than a dozen employers to establish employee retirement savings plans.

Mr. Klinger continues to be an active participant in The Financial Planning Association of Hampton Roads having served successively as President-Elect, President, and Chairman from 2001 through 2003 in addition to a long tenure as a member of the Board of Directors of the Hampton Roads chapter and it’s predecessor organization.  Under his leadership, the Hampton Roads chapter was recognized by The Financial Planning Association with the Gold Level Achievement Award each year from 2001 through 2003.  Prior to entering the financial planning profession, Mr. Klinger retired from a distinguished career in the U.S. Navy as a Naval Flight Officer serving as a Bombardier/Navigator flying the A-6E Intruder.

Mr. Klinger is registered with the Virginia Beach Public Schools as an agent authorized to work with employees to establish their retirement savings accounts in the Virginia Beach School system's 403(b) retirement plan.
